Hauppauge pretty just told me it's NVIDIA driver causing the problem and can not help further. I must've tried a dozen version of drivers. still no luck.

I think the codecs are the cause. Wouldnt hurt to try different ones.
Uninstall them. during uninstall, if it asks to revert changes made, say yes.
Install the Shark007 codecs.
then install the x64Components
Open each of the the installed settings applications once using a rightclick on the shortcut,
and choose, Run as Administrator
test
Just tried installing the codecs following your suggestions, but still no luck ...
Could it be also that the signal is weak?but then again, why would WinTV pick up TV signal without a problem. Must be something with WMC?
I have the same issue going on .. wich i could give you more help
