You could try to update the version builds of WMP and WMC.

To do so, Google for KB974817

and do your best to locate it and download.

It may also be a restriction on WMP that will in turn disable WMC. Did you happen to "uninstall" WMP from the Add\Remote Programs - Windows Features? If both are checked try uninstall and reinstalling them.

Also, it was worth checking the registry keys themselves. Please open regedit and verify the below keys do NOT exist

    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsMediaCenter]
    MediaCenter

    [HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\WindowsMediaCenter]
    MediaCenter

Sorry I wasn't specific enough. Go to Add\Remove Programs and along the left hand side there will be another option for "Turn Windows features on or off". From there expand Media Features. You should have Media Player and Media Center listed.
