Have you checked the advanced firewall settings? Have you checked AppLocker?

My Issue Has Been Resolved.

Well, my issue was fixed. I'm dl'ing games from, this little casual gaming site and if you do Save As... and the change the name of the downloaded file, then you get a error message. Leave the name alone and it installs the game fine.
