WMC with 2 tuner cards issue

Ok Im running an HTPC in WMC7. Im currently running my default tuner WinTV-2250 PCIe card and all is fine with that.2 digital tuners are fine,I can record 2 or 1 and watch another.
Now I have an extra WinTC DCR-2650 USB(cable card tuner)and It will work fine on its own with no cable card,I do not want to use or buy a cable card since the cable company requires my to rent a DVR if I just want the card,NO THANK YOU.

Now recently I thought I would run both tuners for 4 tuners. Now my issue....I install them both but when I run the WMC TV setup it sees the 2250 and says that there are additional tuners but no signal.I can go into the additional tuners and set them up but then it will only use that tuner card and not the other it selects by default and I still only have to tuners available instead of 4.

What am I doing wrong?

Also I use Guide Tool to setup my channels and when I click on tuners and will only show 2 analog and 2 digital tuners,but only the ones I set up in WMC as stated above.

So any ideas?It will only use one or the other but not both.Do they need to be the exact same model or am I just having a brain fart moment here?

Any ideas anyone?
