I ask as I wonder if a localized version of Windows 7 would install or not install certain files that would affect the recording of such signals for your location.

Anyone got a link for this?

Just out of curiousity, why do you need to convert them and what are you trying to convert them to?

To find out if a file is protected and therefore not eligible (legally) for reproduction, right click on the file, select 'properties' and review the details tab, specifically the content section field 'protected'.

Are you working with a protected or non-protected file(s)?

There are several 'apps' available that can further read the metadata associated with a file that will provide information about encryption and codecs, etc.
