Win Media Center Network created 2 User Accounts

The WMN has a user account with Special Permissions checked. Any program I attempt to open will open Windows Media Center. Using GUI will not allow access to any programs. I'm in c prompt & see that a wfp DIR was created on day I have determined the system got messed up. Run regedit will not allow access. Norton security Live Update can not run because WMC starts instead. Win 7 product is Genuine & registered but I don't have install disks. Also, if I do a clean install will the MS Office product disappear? How would I save that so it will open sensitive documents on hd?
    Thanks for all suggestions.

    Hi Xal,
As you have a Dell tower, you should also have the re-installation discs?

Thanks for your reply Torchwood. I have a Dell laptop and now can't even open a browser. I'm not sure if plugging my phone into usb port will allow me to follow link you've provided. The laptop was goven to me a few years ago by a State Rehab agency & has worked great until this mishap occurred when someone else was using it.

    Hi Xal,
Can you get into System Recovery options >> system restore >> select a restore point PRIOR to the changes??.

    See if this can help

Hi Roy. No, I'm unable to access System Restore, I get redirected to WMC. When I attempt to delete the 2 User Accounts with Special Permissions ticked, they repropagate. User Account named WMCN has Special Permissions can't be deleted. Message says I don't have adequate Permission! Yes, I'm in Admin account. Guest account is not activated. Thank-you for your suggestion.
