You can stream Recorded TV from your PC to your Laptop on a home LAN if both run W7 and are setup correctly. Just add the Recorded TV folder from your PC to your watched folders in WMC on your laptop.

Basic information on Recorded TV requirements and setup are available on the W7 website:

    Thanks

To record TV in Media Center, you need two things:

A TV tuner (a device that connects to your computer through an internal expansion slot or an external expansion port).

A TV signal source (such as from a TV antenna or a cable TV jack).
So I need and Tv tuner, what's the best one ? with good Quality and Good Price ?

I suggest one that is on the Windows 7 Hardware List for TV Tuners:

Windows 7 Compatibility Center hardware browse results - TV Devices - TV Tuners

You will likely need a USB type device and one specifically designed for your TV Signal.
