Media Center thinks it has no internet

Two computers, one won't update WMC guide.

I've read and tried all the threads on resetting, but that is not the problem.
Update log error says no internet.
If I click on "view user agreement" during setup it says no internet connection.

However I have internet. Using it now to post.
Setup gets through the beginning part where it goes online to get setup data.
Then it fails when looks for program data.
When I click the tray icon and select update I can watch network traffic spike when it starts, and then it just stops.

    Totally confused.

Does one of them have any proxy settings?

My setup is uncommon in that my internet is from mobile hotspot through my phone.
All computers connect through wifi, no proxy.

I'm loosing hope. Even resorted to a fresh reinstall. Legitimate retail key.
I haven't done the SP1 upgrade yet, but setup failed after clean install.
Maybe I should have waited until all updates were taken?

Or is this MS way of ending Win7 support?
Anyone remember what happened to WinXP MC guide when they stopped supporting XP?

[1] Did you check the Device Manager for any Yellow warnings?
[2] Doing WU can also possibly help in these types of situations.
[3] Did you check for driver updates [MoBo/Chipset, Video Adapter, NIC, Audio, LAN etc]?
[4] Did you create a System Image before you re-installed?

This is not hardware based issue. When I go through the "setup internet connection" menu and click "test" I see packet data transfer and the test passes.
If I go to the setup screens and set automatic download options, there is a "download now" button.
Upon selection WMC goes online and retrieves packets and i a message saying it completed normally appears.
    So the connection is working.

However, when I run the setup TV signal menu and it gets to the point where it looks for data for your area it fails and
says to look in the WMC log. When I look in the log, that is where the error message shows NO internet connection.

So it's like there are two halves to WMC, program & setup.
Program side has internet, setup side does not.
This is why I'm confused. Especially with a clean install updated through SP1 and 2014 service pack.

Well, now my other computer stopped downloading the guide as well.
Has MS posted any directive that their stoppage of Win7 update support includes discontinuing the guide service?

Found this on a different site. Will try it in the morning.
This afternoon (June 28 2019) The MSFT guide server started working again providing the Media Center guide through July 11.

No word on what it was or why, it just started updating around 3PM PDT with someone on the east coast getting an auto update to complete. I did manual updates on three machines and will check the rest in the morning.
