So you are recommending replacement TV cards instead of resolving problem.
    Am I correct?

I have a Pinnacle 72e PCTV DVB-Stick and I downloaded the PCTV_72e_320cx file, but there is no exe-file. How do I continue the installation?

That file ftp://ftp.pctvsystems.com/TV/driver/...2e%20320cx.zip is a zip file. You have to open with winzip or winrar program and extract the contents to a folder. Then you have to open the Device Manager in Control Panel and look for the hardware that have and exclamation point. Click right button, choose "Update Driver Software" and choose "Browse my computer for driver software", then browse to the folder you extract the zip file and click Next.

My brother has a Medion SAA7131 TV card. It worked fine with Vista but just locks when he tries to scan for programmes in Windows 7.
