Is your CPU overclocked? If it is underclock it back to stock. Then, I'd download 2 diagnostics - a hard drive one such as Seagate Seatools and run a quick 5min check, then Memtest 86. Run that for a pass. If the diagnostics pass and the cpu is stock we'll see what's next. Also, try the guide in my sig and update your chipset and other drivers including firmware for your burner and monitor.
no i did have it overclocked 20% in winxp but everything is stock now including the gpu. i have the latest firmware for my dvd burner and monitor. only driver issue i had was network and that was fixed by using ones from msoft not the nvidia ones. ill run memtest.

EDIT: would you recommend using older drivers for the gtx285? im using 191.07 but there are about 6 or 8 previous ones. could that be the issue?

Use driver sweeper and use the second oldest drivers - details in the driver guide in my sig.

OEM System builder versions often do not contain all the files found on the retail versions. The assumption is you (as a system builder) know exactly what you want to setup on the PC and will install any additional files required having licensed them from the source.

aspiring system builder actually. im a sophomore in college right now. i got the oem because its cheaper on newegg. The older gtx285 drivers and the shark007 pack seem to do the trick but now i have to go into the settings for the codecs and change it back to using msoft codecs when i want to watch tv...kind of a pain..

also ran memtest and got no errors

actually that didn't fix it. shark007 codecs fix to disable the msoft ones doesn't work its STILL jumpy. any other ideas? it starts out ok but about half way through the video it starts to freak out again...

Take out all the sticks of RAM except the first. How is your RAM configured? Timings at default?

have 8GB (4x 2GB) dual channel so all slots are full. timings are stock and voltage is stock. 5-4-4-18 @ 1.8v

i removed all but the first slot (A1) and that didn't make a difference.

This may be a heat related issue. When your CPU reaches a certain temperature, it will throttle down. Remove the side panel from your case, shut down long enough for all system components to be cool, and try playing again to see if you go past where the video flaked out or can now watch it in it's entirety - if so, it's a cooling issue.

its a different place in the video every time. and the cpu doesnt get above 22% usage and 35-37 C when watching a 2hr video. memory hovers around 30% used. i logged it with nvmonitor.

all my videos play in other players perfect except for wmc and wmp so i really dont think its hardware thats causing it.

Run sfc /scannow at an elevated command prompt - if other programs work, then WMP and WMC may be corrupted. Doesn't seem to be hardware or heat either.
