"" stripped from .csv file for MySQL - any ideas why?

I have a database that uses .csv files to upload. For some reason when I download the .csv file and open it in notepad the "" are there for each value - therefore the SQL can read each value and all is well.

HOWEVER, when I save the .csv as a .csv correctly, it strips all the "" so the database cant read the file anymore - any idea why this is?

    Thanks

What EXACTLY do you mean by this?

It isn't Notepad that's stripping the characters. It doesn't care--It's just two characters. What are you using to save the csv file?
