Getting this error message: what's the difference between these two?

Its not syncing because somehow Personal web has been moved and you have to show it where it has been moved to or find it and move it back to the same location

Windows 7 Home Premium 64bit.

that's what confuses me. isn't personal web an online location? when i try and locate the, um, location, all I get is windows explorer to point to programs on my PC.
