My usual disclaimer: I'm not an expert at anything. :)
As to why this is happening, I'm not sure. Perhaps it's just a glitch in the software due to a faulty install. It would be helpful to know which version of Office you're using, how long the software has been installed, whether or not the problem just recently started,, etc.
Going way back to Office 2003 and Vista, the End User License Agreement popped up every time you started Outlook, Word, Excel or any other Office programs. No matter how many times you clicked “I agree”, the license kept appearing. To stop the EULA from appearing, these were the steps and they might also work for Windows 7 with some minor tweaking to find the right files/folders.
WarningAt a minimum I'd make a Restore Point before any changes. A system image would be even better.
1. Close ALL Microsoft Office related programs (Outlook, Publisher, Powerpoint, Excel, or Word)
2. Click Start –> Computer
3. Double-click the C drive (your primary hard drive)
4. *Double-Click the Program Files folder
5. Double-Click the Microsoft Office folder
6. Double-Click the Office 11 folder (Depending on your Office version it may be some other number.)
7. RIGHT Click on any of the Office applications (Winword, Outlook, Excel)
8. Click Run as Administrator
9. The program will start and ask you to agree to the EULA (agreement) again and click I agree or Yes
10. Close the program
11. Close all open windows
*In Windows 7 you will probably have a folder called Program Files and one called Program Files (x86). Search both for the Microsoft Office folder.
This allowed people to use Office 2003 programs normally without always seeing the EULA.

As well as what marsmimar has suggested, it does seem that this problem seems to occur when there is more that one version of Office is installed . Also it occurs when one version of Office has been uninstalled & a later version then installed. This seems to be caused when the old version did not uninstall completely.
Could you post back with information on this & what version of Office you now have.
