    Possible Solution


    Paper Port Pro will do what you want. (PDF --> MSWord) They have a free 15 day trial. This would be a good workout for it.

    AbleWord is free.

    AbleWord can save Word docs as PDF and PDF as Word docs.
    Open PDF in AbleWord
    Save As Word doc
    - AbleWord is not perfect, in some instances some components are missing ... a case of suck-it-and-see
    - I have also tried AbiWord but for now I dont remember the outcomes, not as good as AbleWord, if at all.
    - PDF is still a work-in-progress for me

    Locked PDFs can be unlocked online -- FreeMyPDF.com - Removes passwords from viewable PDFs or www.freepdfconverter.com
    - my favorite is freemypdf because 1. 250mb and 2. IMO a better result
    - some services are woeful
    Secured PDFs cannot be unlocked

    Otherwise the only commercial program I am seriously considering is Tracker Software's PDF-XChange PRO

    The only two freebies they have are Viewer and Editor limited features ... both will add comments to existing PDFs and you can customize or add your own bookmarks.
    - Editor is Trackers new generation PDF Editing tool (supersedes older "Viewer")
    - Viewer is still available and IMO better suited for small screens/laptops
