Web Links won't open in Outlook 2003

When I try to open a web hyperlink in my Outlook 2003 mail, I get a pop up saying it is "denied due to security settings on this computer." I can open hyperlinks in Hot Mail just fine. I have Windows 7. I have tried to change all my security settings but nothing will allow me to open links in Outlook mail. I started having this problem after I upgraded from XP to Windows 7. Any help?

    Have you done this?
Turn on disabled links in a message
If you want to enable the links in a message, do the following:
    1. In the InfoBar at the top of the message, click the text that reads Click here to turn on links.
    2. Click Turn on Links (not recommended). All of the the disabled links in the message are enabled.

    still no links open

I don't have an "info" bar are shown by Office Help. I did uncheck the link checking feature in the options-junk email window. Still no links will open....just the same msg that the security settings on this computer are preventing the action. I have disabled all my security softweare with no results. Links still open fine in Yahoo mail, and MSN Hot Mail. Only Office Pro, Outlook 2003 is affected. I have installed their SP3.
