MS Outlook 2010 not connecting properly to send emails on new ISP

Hello, using MS Outlook 2010, worked perfectly until recent move and switching to a new ISP. I've been in touch with the new ISP, they say to call Microsoft. They've walked me through the steps, my final "error" notice is "Send test e-mail message: Outlook cannot connect to your outgoing (SMTP) e-mail server. If you continue to receive this message, contact your server administrator or Internet Service Provider (ISP)."
I have switched the port numbers to what they want, the SPA is not checked, the box is checked so the Outgoing Server requires Authentication, the box is checked to use same settings as the incoming mail server, the port numbers have been changed to 995 for Incoming POP 3 with require of encrypted connection, and 587 with a TLS encryption.
I'm using Windows 7 Home Premium -- I've been using this system with no issues until I have now switched to a new internet provider (Northland Cable), and they seem to be full of issues. Any help please? Thank you.

This is definitely a case of not having all the ISP connection details correct. Contact the ISP again & get them to walk you through all settings & check each one. Just having one setting wrong will stop it working.

Pay particular attention to the Outgoing Mail Server settings & Incoming Mail Server settings, making sure they use POP 3 & not IMAP.

Hello, I have called them several times,, once since reading your reply, and they still are no help. I had better luck using their website and using the "send" alternate port numbers with SSL instead of TSL. BUT, when I go to send someone a billing for work which is two attachments, everything looks like it will work, but then a window pops up wanting me to sign into the old ISP, and not the current one. So the email does not get sent. SUPPOSEDLY, a "supervisor" from Northland Cable is supposed to call me, -- I've been waiting since Monday. I think they're just blowing me off the phone.

Do I have to delete the old email system before adding a new one? -- then I would lose all my old emails. In the Email Accounts popup window, it shows my old ISP and the new ISP, with a default check mark by the new one. When I click to the Data Files window, there is also both ISP showing with a default check mark by the old ISP -- and when I click to make the new ISP the default one, then Outlook shows a scrolling light and says "loading" -- but it just keeps loading (for over ten minutes) and nothing happens.

EDIT addition -- solved it, its working, I deleted the old ISP system, so I lost all my old emails, but it's ok. Everything defaulted to the new ISP.

Thanks for getting back & glad to hear you have it working. You should have been able to keep your old ISP details by setting up a new email account for the new ISP. Did you try that or did you just try to change the old ISP details to the new ISP.

I tried adding as a new account, but it didn't work, then the new ISP said to use "change", and it still didn't work properly, but now the emails sent/received were dancing around in either data file. Things were getting out of hand. An email I sent showed an error for logging on, but it sent the email anyway. So I just decided to "remove" the old ISP in hopes it would stop interfering with the new ISP. I removed the data file of the old also. And everything seemed to fall into place automatically. I agree about should have been able to keep the old ISP, I've lost the old emails, which were work related mostly. But since I'm retired, it probably doesn't matter. Also, I photographed my entries in my Address Book, so now I have to go in and redo them, but thats ok, it needed a good cleanup anyway and I don't have many entries anyway. All very frustrating, and a few days of effort, and still waiting for those phone calls from the supervisors that never happen. Thanks Ranger4
