According to Microsoft, Office 2019 requires Windows 10 or Windows 2019 to run, therefore it cannot run on Win7.
Wheter or not the restriction is real or artificial, I don't know.

The only real "solution" is to downgrade your OS to Windows 10, or stick with Office 2016 or earlier.

It would appear that the best we can do is Office 2016. I thought Libre Office was pretty good?

Right now I don't have time to update my Win 7 to Win 10. Will Office 2016 really install on Win 7?
If yes, where can I buy it? (I hope at a discount because old.)
    Thanks.

The only place to buy now only on Microsoft volume bulk licensing, it only allowed to be bought directly from Microsoft, so we can't buy it from retail/3rd party anymore. I just deployed the 2016, but I just like 2010 so I kept stick with it...

I have Office 2016 installed on Windows 7 Sp1 x64 so yes, it's possible. I have also read that you can get Office 2019 on Windows 7 but when I tried it told me I needed a newer version of Windows. There's practically no difference between 2016/2019 feature wise so 2016 is sufficient.

I haven't tried LibreOffice in a while but last time I did it wouldn't format Word files properly that were created with Word 2019. Maybe they fixed that.

LibreOffice is compatible with a wide range of document formats such as Microsoft Word (.doc, .docx), Excel (.xls, .xlsx), PowerPoint (.ppt, .pptx) and Publisher.

I would add the caveat that since Microsoft's Office formats are proprietary there is no way to guarantee 100% compatibility. However, for most people that won't be a problem. That is because most people only use the basic features of office programs. If there is an incompatibility problem then it is probably in a feature that the average never uses.
