Try the Windows Live Movie Maker. It is in the View tab and the choices are 4:3 and 16:9.

If the files are MKV and you have DivX installed; that causes bad aspect ratio's with PC playback even though they may be fine on the xbox360.

    its just an avi file
i wanted to upload the film to youtube it looks much better @ 16.9 even though its slightly stretched
i might just play the film with media player classic and resize it to 16.9 and then just leave it recording using fraps.
and then just butcher it up in chunks for youtube

To change aspect ratio of the source video to your desired one, you need a professional Video Aspect Ratio Changer - Faasoft Aspect Ratio Changer which enables to change video aspect ratio among 4:3, 16:9, 2.35:1, 1.85:1, 1:1, 21:9 etc.

I used it for a while and happy with it.
