Uninstall all of the Matroska codecs, launch an elevated command prompt, and run "sfc /scannow". This should repair the corrupted .dll's explorer is using to display the flv thumbnails.
launced the command promt and ran sfc /scannow but it didnt find any problems.

PowerDVD is probably the cause of your problems.

Are you still having the problem after you uninstalled the codecs even though the SFC scan didn't find anything wrong?

Well, we can't help you if you're not willing to go through all the troubleshooting steps. If there was no freezing before installation of the codecs and you're only getting it when explorer is trying to display or thumbnail the files that the codecs are used for, then odds become rather likely that is the problem.

Did you install PowerDVD or did it come pre-installed?

My suggestion is to uninstall the codecs, as stated earlier, and install a better codec package that won't cause corruptions.
