    www.paint.net and here

GIMP - The GNU Image Manipulation Program

Paint.net is the simpler to use.

If you won't use Photoshop-like advanced features there's a also Lightbox 2.0 Free version. When you run the executable it will ask if you want to install, if you answer "No" then it will remain as portable.

Xnview is another option and you can easily add text to an image via Image > Add Text.

The easiest for adding captions that I found is this: http://www.faststone.org/FSViewerDetail.htm - The caption capability is under "Edit" > Crop Board.

GIMP is an excellent program. But before you venture into it, have a look at the GIMP Documentation. Learning how to use it requires a serious study effort.

Paint.NET will be sufficient for that. Just create the text in a new layer. Rotate it as desired and then merge the layer down with as much transparency as you need.
