Very odd ..... that is what I see
pic viewer issue-sshot-2.jpg

I have tried to open it in XP and Ubuntu too .... with all the possible program, but the result is the same . The file is corrupted It fails to get all the needed information (header info) from he file.

Have you performed a cut/paste operation recently that was incomplete ?

Does this happen with every picture? Does it happen with any new pictures that are placed onto your computer?

Try a System File checker to ensure the OS is not corrupted

SFC /SCANNOW Command - System File Checker

Also use MalwareBytes AND SuperAntiSpyware, up date, full scans with each. Link are in my sig. Trying MSE might help too, if you disable Norton temporarily.
I also can see the bird pic, not the other one. I see a full pic too.
You can look here Default File Type Associations - Restore
and restore jpg, jpegs, etc to default.

wolfmster,

Did you run MalwareBytes? Yes or No

I did not see your response to this. Perhaps I overlooked it.
