faststone image viewer was recently recommended to me and i think it is a really useful tool . have you tried resizing the photo to the 1024x768 aspect ratio as suggested and see if it displays in windows photo viewer correctly.
Edit: I resized the image using faststone image resizer and here are the results

    Before

    After

Both results are using windows photo viewer. its the same in windows live photo gallery.

(Kicks himself, for not thinking of doing this very thing!! Should really have occurred to me.)

Good thinking, sir. Excellent idea for an experiment!

    Terrific.

Still a bug in Photo Viewer, obviously. But at least we now know the answer to the cause of the mysterious distortion.

Thank you for picking up the ball and running to the goal line.

    Glad to help out.

1024x678... couldn't have been right. "Giant clue".

Probably some aspect ratio calculation bug in Picture Viewer, trying to determine how to paint the image inside its window. The horizontal vs. vertical determinants were obviously mishandled because of the "rounding error" or "remainder" in the division of 1024 by 678, and simply exposed a bug in Picture Viewer.

As was already mentioned, despite this obviously strange 1024x678 aspect ratio that clearly looked like it should obviously have been 1024x768, no competent picture viewer/browser software (e.g. ACDSee, Picasa, Irfanview, etc.) would have done this... no matter the strange 1024x678.

    Anyway, case closed!
