currently asking for the unusual. whenever I publish a movie with WindowLiveMovieMaker, cpu usage goes to around 60% at max. Is there any way or any settings I could change to make it at least 80%? save me about a good 3-5 minutes if the movie is long in length.
I am using Asus G74SX-BBK7 i7 quadcore 2.0ghz, overclock to 2.9 and i think nvidia 560M GPU but only 128 bit buswidth.

CPU usage depends on the encoder settings, just because WLMM isn't stressing your CPU doesn't mean it's not efficient
No, I don't think so. It all depends on the output file settings.
Perhaps changing the priority in Task Manager can help, though I doubt it.
1. Once you start exporting the clip, right click an empty area of the taskbar and choose Task Manager
2. Switch to Processes tab
3. Find WLMM.exe (or something like that), it should say Windows Live Movie Maker in the Description
3. Right click the process -> Set priority -> High (or Realtime, though I don't recommend it)
Also, take note that if you assign a higher priority to it, you shouldn't use your system at all until the process of exporting the clip is finished. Chances are the rest of your system will be bogged down and you'll just make it unstable by forcing it to do something else.
Asus sometimes has Power Gear Hybrid Settings
Set the Power Plan to High Performance, then look to the left column ans see if you see something that says Power Gear Hybrid
If you have it, then you can set the max Processor power to 90/100%
What its doing is reserving the second core for other processes so that the system never bogs down, but you want to use max.... I will look to see if I can find anything for changing this function. I would say ahead of time that this might be in the BIOS, but I am not certain.

Also give us some info on whether or not you are using dual channel RAM and how many sticks of ram you have because this might be a factor as well. You might not benefit from using both cores due to limitations on through-put elsewhere (Im not sure of this, but it might be)
Another issue is that the software you are using might not be designed in a manner to benefit from dual cores. These are usually older programs and are designed to send single commands to the CPU instead of using multiple threads that can utilize either core. So check with the software as well.
