Windows Photo Manager

I have iPhoto '9 on my Mac (don't hate), and I'm switching my photos to my bigger computer. What have you found to be the best photo organizer? Freeware preferred.

I like Picasa by Google a lot, but I feel it's interface is a little weak and has something missing.
