Windows 7: Video Always Opens in Small Window, No Matter What

XP / Win7 x64 Pro

I just tried installing 181.* NVIDIA drivers in Vista compatibility mode and it didn't change anything. So, reverting back to old(er) drivers (at least that one) doesn't work.
