Trying to change horizontal video to vertical (portrait)

I took some cell phone videos in the portrait position recently which translates to showing only in the horizontal position in MM or whatever editing software I have. Unlike pics, I can't find a plug in or software that will let me flip it from that horizontal to vertical (portrait) position. Any ideas anyone?

I believe Movie Maker has a rotation button in the edit tab
