To show the file names of a running screen saver which I believe is what your referring to,
But even a regular slide show can be accomplished using Windows media center,

    Right click your Desktop background,
    Click on Personalize,
Click on Screen saver icon on the bottom right,
But as I said prior "If" you want the file names to appear you'll need to at the least use Windows media center not the Personalize dialog because there's No option to show names...

I'm sorry but did you locate the settings in WMC ?
I believe everything Photo gallery does is Pan and Zoom which is very annoying but it still will never show file names unless you name the names manually using Microsoft Paint pretty much like my screen shots show lines/ add text.

And it near will show file names during a slide show/ I said that in my first reply.
Once again Open Windows Media Center,
Go to Settings/ Pictures/ Slide shows and check the boxes for the choices I provided.
Media Center - Favorite Pictures Slide Show Settings - Create Shortcut
