Forgive my delay to respond. I tried your suggestion to see if my problem is with corrupt headers.
Your solution was to: 1. Load one picture in Photoshop (PS).
I tried to bring a photo from Pictures Library but was told the photo was already present in PS.
2. Save it in a different format.
To do so I had to move the PS photo into the editor where I could change the extension to bmp.
3. Close PS
4. Load your picture back into PS.
Again I was told the picture was already in PS. The bmp photo was already present in PS.
5. Save it as a jpg.
I tried but was told that the photo was already present in jpg format. So I told it to replace the old jpg photo with the new jpg photo. The outcome: it did not achieve the desired result. The problem still occurs.

Weird
That sounds really strange.
Did you:
- "Drag & Drop" the picture into Photoshop?
- Did you load it using the File menu (File > Open)?
- Use Bridge?
Photoshop may have just saved the original jpg, back over itself (i.e. it knew that it was the same picture and saved the meta data and picture data of the original file).
Try creating a copy of a picture, renaming it in Windows and reloading it into Photoshop.
An easy way to create copies is to, "grab the file with the left mouse button, whilst holding down the Ctrl key and then drag the icon and release the mouse button (not over a folder though or the copy will be created inside that folder).
When I have used Photoshop, closing it down makes it forget the previous files that were loaded.

Thank you for the fast response, I am still at the computer. I presume you are referring to step 5. When I changed the bmp photo to a jpg photo I told PS Editor to make a copy of the new jpg photo.
I have a simple understanding of computers and my memory is not great. I find performing these tasks and then recalling exactly how I did it challenging.

I have studied the properties of PS tagged photos that are in appropriately named folders and I have studied the properties of PS tagged photos that are in a folder called ‘unspecified’ and I do not see any difference. Why are my photos stored in different folders in Windows Picture Catalog? What is it that determines the folder photos are put into? Is it something I do with some photos in PS that puts them into appropriately named folders. My problems began when I upgraded to Windows 7. Previously the vast majority of my photos were stored chronologically according to date taken as that is how I always downloaded photos from camera to computer.

Memory Cards
Are you checking the image properties in:
- Windows Explorer?
- Photoshop?
- Both?
From what I've been able to determine, there are actually at least 3 different photo-tagging formats:
- Exif
- IPTC
- XMP
I believe that Windows only responds to a subset of Exif data.
I found this throwaway line on Wikipedia:
Exchangeable image file format - Wikipedia, the free encyclopediaIn Windows XP, a subset of the Exif information may be viewed by right clicking on an image file and clicking properties; from the properties dialog click the Summary tab and then the Advanced button. However, using this tab to edit Exif information may damage certain Exif headers.[19] As of the release of Service Pack 3, Windows XP still shows evidence of corrupting Exif tags when modifying JPG file properties via the file properties window.[citation needed]
Of course none of this explains why some pictures are behaving differently to others, when they are from the same camera.
I assume this is happening in batches.
That is to say, all of the pictures from a given photo session (or memory card) behave the same way?
Do you have multiple SD memory cards for your camera?
Are they all exactly the same type (manufacturer, size, speed, etc.)?
If not, could it be that pictures stored on a specific memory card are causing your issue?

I checked the folders in the Windows Library.
I have two memory cards for my camera and they are both the same type. I would say that 95% of my photos are from one card.
I did an experiment today with folder in the Windows library. I found a photo of my grandson and it was in a ‘tagged’ folder. I right clicked the photo and then clicked properties and under the details label I saw that the photo was tagged ‘Disney, 2011’. The same photo is in an ‘unspecified’ folder. Using the same procedure as above I found the photo was not tagged. Why is the photo in two different folders?

Are all of the "unspecified" photos just copies of tagged photos?
Some programs create copies of files and only work on the copies to prevent damage to the original file.
I don't know if Photoshop does that (or if it can be set to do it).
Did your camera come with software to export photos to Windows?
Is it possible that this is actually a camera issue (i.e. for some reason the camera is not tagging all of the image files)?
Try running "sfc" to check if your Windows OS files are undamaged.
Open the Command Prompt (Use the "Run as administrator" option in the context menu).
Type:sfc /scannowTutorial

That would be an enormous task to see if all the unspecified photos are copies of the tagged photos. I guess I would just have to find a few that weren’t. I will work at it.
No, I do not think my camera came with export software, but I am not certain. I do remember that when I connected my camera to the computer a PS window (I think) opened and downloaded the photos. About two years later that stopped happening and a Windows window opened when I connected my camera to download photos. I always close this window and then open PS and ask PS to get the photos from the camera.
What is ‘sfc’ ??? You will have to give me more instructions. How do I open the Command prompt?
