Nero certainly will allow you to add more than one file - providing you're using the correct edition of Nero.
You say you're using Nero 9 - but which edition? The best one would be the Multimedia edition (I use v10) but other will work, although I don't think the default OEM-supplied version does.

How big are the files you're attempting to add?
    What format are they in?

Nero 9 is the first version of Nero that was Win7 compatible - and as I recall, it wasn't fully compatible, even then.

There are a number of other programs that you can use - but without know exactly what you're try to do, it's a little difficult to recommend one.
Most of the good ones aren't free - but there are some freebies around

here's what looks like a reasonable option - DVD Flick

If I remember right, DVD Flick let's you also only burn 1 file. One option would be to paste all your files together into 1 file - e.g. with WLMM.

I asked the same question in another post. I've got multiple video.ts files on DVD mini discs that need to be merged onto one DVD.
Harribo recommended a free program, Free DVD Burner, I was also advised that DVDFab will work but I dont think that that one is free!

here is link for Free DVD Burner,
