Mystery of Windows Ripping CD's Without Audio Ripping Software?

My 64bit copy of windows started to rip any audio cd inserted, Despite all audio software configured not to,

It place a low birate mp3 of any cd loaded in to C:\users\public\music\<artist>\<album>

    So removed dbpoweramp
    Still ripping
    Disabled Media Centre and Player
    Still ripping
    Removed Jriver
Still ripping though no app to play?

    Totally stumped

Any ideas. Could have lived with it but interfered with genuine ripping through the above progs ejecting disk whilts purposfully ripping disk disk

There's settings in Windows Media Player [on my Win7 Ultimate 64-bit] for the ripping of CDs, one is to begin the rip when a disc is inserted [which I don't care for] and others for the bit rate/quality. I've not needed any third party software to save as .mp3 for use on other players.
