A TurboTop application is forcing Startbar to Front of Videos

As you can see, when I full-screen a video, the start bar always pops back up on top of it, including over VLC media player, and "full-screen windowed" video games. This phenomenon began DAYS ago, for YEARS it worked as it does for everyone else. I noticed TurboTop displaying "Start" as on top, and impossible to disable it. Uninstalling TurboTop did not fix the problem. Restarting computer/explorer only temporarily fixes it. It's back once you click the start bar.

Windows 7 Home Premium x64

Fixed. It was definitely Nvidia's Geforce Experience program. Once uninstalled, have had no problems for a full day.

Problem with the startbar
Ok. I downloaded a theme, and now I can't right click in the start menu. I tried the Aero themes that come with Windows 7, but it doesn't work neither. Can someone tell me how to fix this ? Or why is this happening ? Thanks, Oby

I installed Safari today (and it doesn't only apply to Safari, a few other programs too) that i cannot remove it from the taskbar, when i right click it and select "Remove From List" it still does not remove and it doesn't say Unpin either, it says Pin so i don't know what is going on. ...
