Ditto on Audacity but you'll need the MP3 add-on called "Lame" to export an MP3 file. Be sure to install that too.

Audacity can do it, but it would then re-encode the file before you resaved it.
Re-encoding of an mp3 always involves some loss in sound quality. Possibly noticeable, possibly not.

You can use mp3directcut from the above link. It's a free tool that will do simple edits on an mp3 WITHOUT re-encoding.
So you'd have no quality loss. And it might be easier to figure out than Audacity. Audacity is a good program, but it has a lot of functionality that is not needed if you are just trying to edit an mp3.
Freemake can be a simple audio cutter. It's a popular program.
