    Hi and welcome to SevenForums,
    Well yes
Windows essentials that has Movie maker that is free and pretty good and you might actually have it already installed ?
Look at Start button and All Programs all the way at the bottom.

Other third party ones is Audacity I've used in Linux but there is a windows version too just watch out where you download it from and carefully watch out during the install for crapware being bundled into it like All CNet downloads

    Sure, both playback and editing.

With varying capabilities. Some easier to use than others.

For simple video edits like cutting out a section of a movie clip, removing TV ads etc, Avidemux is quite good. If you cut on I-frames, there's no recode - so fast and lossless. Despite the name, it also does mp4 and mkv. I use it a lot to boost audio in a movie (leaving video on copy). Doesn't do fancy stuff like cross-fading etc.

As has been mentioned, Audacity has a lot of features

Audacity is free. I don't know of a better free audio tool.

What do you want to do that it cannot do?
