Windows 7 Pro & Vista Home Premium

Try downloading Revo Uninstaller

to get rid of it

You might have to reinstall so it shows up in Programs and Features.

Windows 7 Home Premium x64

Whoa, this sounds like a very bad bug. If the battery ended and the PC turned off before the setup was finished, and now you can't do anything with it, then try booting into Safe Mode and use the "Turn Windows features on or off" again, it might work. But I'm not sure, though. If the setup itself is corrupted because the PC shut down in the middle of the operation some files might be lost and/or corrupted as well. But just in case, try the setup in Safe Mode.
