As described in the readme, it's only a warning, and it's normal. I cannot sign my assembly, since the windows api pack assemblies are not signed either. It should work anyway.

Dear xXSevenXx,
Make sure that you run the cmd as Administrator. Right click on "Register.cmd" and then choose the option to Run as administrator. When you get the message just click on any key and it will be installed. If you get any other messages just click OK.Then once it has installed reboot the computer. Now you should see your dng thumbnails. |

Another user reported, that his Win7 blocked the access for security reasons because the DLL was downloaded. He said it worked for him when unblocked it in DLL properties BEFORE copying it to the program files folder:
