Have a look at this post, there's a HD video converter offered for free.

Might be worth a look for you.

Do you mean the Xilisoft converter? Because I've tried it and did not help me at all

What type of graphics card do you have?

    Drivers & Support | GAME.AMD.COM

AMD Avivo Video Converter, for HD2000, HD3000, HD4000 (and the HD5000 too, even though the site doesn't specifically state)

nVidia has one, or is affiliated with one, that works with nVidia gpus (I forget the name, though)

Yes I agree it looks very impressive but I think you will find that the software that was used for this is very expensive, probably, though I don't know for sure, into thousands of US dollars. All upscaling requires that software will analyse each pixel and add further pixels to make up the required number for high definition. For example take a SD video. The standard resoluton in PAL country would be 720 x 576 px which is a total of 414,720 whereas HD would be 1920 x 1080 px = 2,073,600. This means the software has to "Create" an additional 1,658,880 pixels. No mean feat.
