i even reinstalled windows 7 and the problem still persists
Most likely this is some type of wireless networking connection software causing this to happen. Usually these come preinstalled on laptops when you purchase them. It could also be installed as part of your wireless drivers software. This connection software is probably hiding in your program files somewhere. Did this laptop come with Windows Vista originally?
This Technet thread seems to relate to your particular problem. This would only apply if you installed something from apple like itunes or Adobe ps3 programs.
