How to limit bandwidth across a network

I carry out work at a complex inhabited by students in the UK.
I have a 20 meg(ish) connection coming in to a wireless router which goes on to a 32 port network switch/hub which has 32 hardwired lines supplying 32 rooms throughout the building

The problem is that a few people are filesharing & jamming up the connection for everyone else.
What i need to do is limit the individual connections to each user so they still have a good connection but cannot dominate the network

Also the wireless is active and covers a couple of communal rooms next to the router which have no hardwired connections, so ideally the wireless would need capping too but thats not critical

You should be able to do this through the routers interface by using "access contol" and the QOS engine. The required settings are a bit different for all types of routers so it's hard to give exact instructions for this.
