What's your Internet Speed?

Ahh... what I wouldn't give to be in University now... back when I was going, the Univ. was still on the VAX/VMS system and you had to supply your own dialup in the dorms. The only network in the dorms was the jury-rigged hardwired one hidden above the drop ceiling.

    Those were the days...

Odd... from what you say, your download is acting a power of 10 off, as 700KB/s = ~5.6Mb/s.

What type of service is Nacionalinis? Cable?

I'm confused, too. Are you sure that your ISP is quoting Mb/s, or MB/s?

If they are quoting you 3MB/s, then your SpeedTest to London is pretty accurate, since 29.02Mb/s = ~3.6MB/s (all you have to do is divide by 8 to convert from Mb/s to MB/s, the latter being what our brains are actually expecting... mine, at least ). Your inside Lithuania SpeedTest you posted earlier is ~7MB/s.

If they are quoting you Mb/s, then you would be maxing at 500KB/s down local and 375KB/s down Int'l, which makes no sense for cable, at least not that I have heard of.

To be honest, I have never had a cable ISP, but I have heard there can be large changes in actual speed depending on neighborhood usage, but I haven't heard it going that far over the ceiling before. Next time you are torrenting, you should run SpeedTest and see what number it kicks back.

Remember, though, torrenting depends a lot on the number of seeds and whether or not they are restricting their upload bandwidth, so I don't think that is a good measure of actual download speed. Better to find a site that consistently allows you to download at high speeds. I dl'd Adobe Reader the other day and it was finished before I had the chance to check on the download (I have FiOS 15/5 Mbps), so that might be a good site to try. Of course, larger files will give you better results. If anybody knows of one, please chime in.
