    No, Comcast hasn't purchased RR (they bought majority stake in NBC Universal). TW Cable was divested from parent Time Warner back in 2009, however.

    Unfortunately, cable's my only real option. There exists AT&T U-Verse cabling running down a street parallel to my development, but we won't have access to it for another 24 months.

    Well, to get technical, a "ping" is actually an ICMP (Internet Control Message Protocol) echo request to the host or IP you're trying to connect to - when you "ping" something on the internet, you are sending an ICMP echo request (it's called "ping" after the similar way sonar works, hence it's name) and any response is timed to see how long it took round-trip for that to occur.
