Wired or not makes no difference, the easiest fix is to get rid of the second router. Or you can turn off DHCP on one of those routers and hope for the best.

Windows 7 Home Premium 64-bit

I have the same problem. I only have a single router and the failure can occur at any time. Rebooting the PC does not help - I too must power cycle the router. The problem only started after an upgrade to windows 7, had years of no trouble under XP. I believe it to be a very bad bug in Windows 7. I am going to look at other network options (rather than onboard LAN) such as a seperate PCI network card or maybe even using a wireless USB adapter to see if that helps.
