compared to low and high

this is week, bother me a lots, why my cable speed is a low, but you can see this picture, what's make difference to compuare low and high?

That is a tad outside what is normally the pattern. Which is generally net congestion from about 6am to about 9am then again when everyone gets home from work and school in the early evening to night.

It's really hard to give you much outside of that tidbit without more specific information about the connection, provider, what the computer is used for.
