My Windows 7 is Legit and a complete install. I cannot remember what exactly i installed that month that caused this problem but there is no change in my router and modems theyre still plugged in where they were..

My laptop can be pinged properly when connected to the same network
    But this PC cannot be.

check again install dates in add/remove programs and see what is new, u can always confirm softwsre is not the issue with 'safe mode with networking'

also your basic network settings are..

Control Panel>Network and Internet>Network and Sharing Center>Advanced sharing settings

There's nothing suspicious in my Network Settings and the programs that I installed from May.
But I found out that even if I try many times I can't get to receive packets from pingtest.net

I'm not saying you installed malware, but it's possible that something you did install has done something to Windows security that's preventing pings from being acknowledged and returned. If this was my problem, I'd start uninstalling apps one at a time, starting from most recent to oldest, rebooting in-between uninstalls, to rule out something I installed.

if u want to do that, by all means, i would check your settings first, as you would have to do that after a reinstall.

What settings?? You mean when I reboot and Install some programs it may happen again??

    If so.
That means I should install a program 1 by 1 to make sure??

    If thats the case..
Ill just uninstall 1 by 1
