Internet connection problem

Hi, for the past couple of months I've been having trouble with latency and losing my internet connection. I've tried about everything and was reading somewhere that it could have something to do with win 7 and my motherboard(Asus).
When it is working right I can ping my ISP server and average 40ms. When it is screwing up, I will lose packets and average anwhere from 600ms-1000ms. Many times I will lose my connection all together.
All drivers are up to date (router, network adapter, win 7, ect). I've tried replacing modem, router, bypassing router, ect. I have also discovered that many times when it is messing up, If I disable my network adapter for a while then turn it back on it fixes the problem usually.

Are other computers at home connected to same router working fine? Connect both wireless or with wired just as a test

Ok, I had to wait for it to do it again to test it. I do have another older computer on the same router. My new one started messing up tonight while playing a game again. Started playing it (League of Legends) and ping was around 100. After about 10 minutes, it jumped up to 600ms or so, then disconnected me all together. I went and reset my network adapter and connection was ok (40-100ms) for about 5 minutes and then it went to 900ms (I shut game off).
I turned my other computer on (win xp) and ran a ping and was getting the same problems for it. Why would resetting my network adapter on my win 7 computer fix the problem (for a while at least). Router is a fairly new cisco. This is my third modem and 2nd or 3rd router, thinking these were causing the problem.

bypass the router by connecting directly to the modem, test to see if there is degredation of the isp signal, if not, use the router reset button to return to factory specs, then get the latest firmware upgrade file from the manufacturer of the router. Flash the router with the latest firmware version available. Then setup the Modem\Router\PC network with a new SSID name. Let us know what happens....
