File Transfers between two computers fast only in one direction

I am running two windows machines, 7x64 in a LAN using Groups. They both have static IP's. If I transfer a file from one machine to the other, the rate is over 100MB per second which is very good. Going the other way, it slows to only 16KB per second.

What could cause this?

PS: Firewalls and AV turned off.

I installed a switch moving the network connbecxtions for the wireless router. This fixed the problem.

I wonder if there is a setting in the router that needs changing?
