No longer think it's a modem thing if a third PC worked. Updating the driver is a good idea.

Check this, connect your laptop via wireless and the problem computer by ethernet then open the status for both adaptors and click details. Check that the IPv4 Subnet Mask, Default Gateway and DNS server are the same for both computers and only the last number of the IP is different. Please confirm this.

Next disconnect the ethernet and make sure you have internet working on the laptop then check the laptop's status again and see if anything has changed.

go to "NEtwork and sharing center"
on the left select "Change adapter settings"
right click on your LAn option and select properties.... select IPV4 and open its properties and select "use following DNS server addresses"
now open your browser and go to "192.168.1.1" and login with either - username / password - "admin / admin" or "admin / password" one of these shoud work. Here you should see primary and secondary DNS server options

copy them into the earlier and click "OK" then "Close"..

    this should solve your problem

Nothing of the above worked &
@DUZZY: everything is identical except that on the Two Laptops the DHCP is disabled but on the problem Desktop is enabled. So I checked the the router settings everything there about DHCP is enabled.
I've just restored the router to the default settings --> same problem. Finally .. I'm thinking about getting a new fresh copy of windows 7 on the Desktop ,, while in the installation process , at the point where you format the C drive ,, I noticed that when Plugged-in the Ethernet cable the internet access on the Laptops is no longer available.. What does that mean ?? Plugging-in the Ethernet Cable while not working on windows also disconnects the Internet !!
I will download a copy of UBUNTU and I'll try to access internet using it on the Desktop

Never experienced such a problem, the only thing I could think is a faulty NIC on the desktop if you can't connect it to any device. You may need a cross over cable to directly connect it to the laptop.

Sorry I wish I could help more. Hopefully someone else can help you.
