sorry for the delay but for the longest time i had no problems with it until today. when i pinged those address i would get "transmit failed. general failure." i think i might have found the problem tho. i gave all the main computers on my network a fixed address using the router and i think my computer has been fighting with it for some reason and when i would reset the computer it would connect using the correct ip address like it is suppose to.

    ping: transmit failed. general failure
This is definitely another problem then you said. What you did didn't solve your problem.

    ping 127.0.0.1 when having problems.

that's not so strange at all. The laptop tries to get an ip address from the dhcp server, just after connection or after a dhcp-lease expiration. If a dhcp-server isn't found it assigns a free 169.254 address. It's used for home-networks without a dhcp-server. For exmaple 3 pc's linked together.
    IPv4
In IPv4, link-local addresses are codified in RFC 5735 and RFC 3927. Their utility is in self-autoconfiguration by network devices when Dynamic Host Configuration Protocol (DHCP) services are not available and manual configuration by a network administrator is not desirable.
The block 169.254/16 is reserved for this purpose, with the exception of the first and the last /24 subnets in the range. If a host on an IEEE 802 (ethernet) network cannot obtain a network address via DHCP, an address from 169.254.1.0 to 169.254.254.255 may be assigned pseudorandomly. The standard prescribes that address collisions must be handled gracefully.
