    goto:
    Control Panel\All Control Panel Items\HomeGroup
    setup a homegroup here.
    write down a password.

then on another comp goto same place and join to previously created homegroup using suplied password.

well, obviously wireless router must be connected to the internet and must have wireless enabled ( it must broadcast a signal)
do your router have wireless network up and runing and is it connected to the internet?

if yes then all you have to do at this point is connect to that wirless network from both laptops.
once both laptops are wirellesly connected to the router which broadcast a signal and is connected to the net you setup a homegroup on one of them.
then from another access to created homegroup.
you don't have to see other comps on the home networks, just a homegroup name and connect to it using password.

open up network and sharing center by clicking the network icon in the notification area. Or you can got to control panel, network and sharing and then click network and sharing center. Once there you'll see "HomeGroup": and then "Join"....click join. If you set up your homegroup correctly, your were given a password for your homegroup, that pass word must be entered on remaining PC's to join that homegroup.

under Control Panel\Network and Internet\Network Connections
right click on your adapter and make sure all checkboxes are checked
    do so for both laptops.

acctualy "link-layer topology discovery mapper/responer" are most important here and are responsible for computer visibility and those must be enabled.

also double-click on InternetProtocol v4 and see if everything is OK there.
also, what firewall do you have?
    try temporary disabling firewall and
also can you post output from ipconfig /all command from both laptops.

    EDIT:
    important,

    goto:
Control Panel\All Control Panel Items\Network and Sharing Center\Advanced sharing settings
and make sure network discovery and public folder sharing is enabled.
acctualy try to enable all for your network profile.
there are only two profiles acctualy (work and public)
-- see on wich profile is you wireless network attached and turn on all.
do so for both laptops of course.
both laptops must be connected to the wirelless net all the time while seting up homegroup.

wirelless network profile must be home network on both laptops.
    to set home network goto:
Control Panel\All Control Panel Items\Network and Sharing Center
click on network link with icon and change profile to home.
