    on admin pc open "device manager". Now open "network adapters". Right click on your network adapter (not the wireless!) and click properties. Click on tab "Advanced". What is value of "Speed & Duplex"? What possible values do you have? Do it on admin pc and laptop.

    It depends on the Network card (driver) how it's named. Maybe an extra tab called SPEED for example.

    Does router support 1Gb/s, or is 100Mb/s the maximum speed?

    I have 2 desktop computers and one laptop on a network, all three are also part of a Homegroup.

    When I try to copy files from the main Admin PC to the laptop it slows down to less than 15KB/s. I thought perhaps it was the wifi reception but even when connected with Ethernet it's still terribly slow to the point that a 300MB folder takes 2 hours (estimated time).
    So you did test laptop wireless and Admin PC wired?
    Definitely a problem with Admin PC. Focus on Admin PC

    Value = Auto Negotiation

    Data transfer rate is 54Mbps.

    Not 54Mbps! that's wireless. I mean max speed of switch ports in router. Go again to "Speed & Duplex" setting. On admin pc set it's value to "100Mb Full duplex". Save it and reboot. Problem solved? If not... do the same on laptop and reboot laptop as well. If it doesn't solve the issue put the settings back to what they were
