Windows 7 Ultimate x64 SP1

I have reset the router several times during this process, but the same problem is still occuring. I am puzzled as to what might be causing it.

Windows 7 Ult, Windows 8.1 Pro,

I'd have to disable the anti virus software then perform a clean boot to determine if the problem is caused by an installed program or not.

Does assigning windows 7 RAM take it away even when off
I assigned winodws 7 1GB of ram out of 1.99GB, when windows 7 is turned off and virtual pc isn't running will my host os (windows xp) still only have .99GB of ram left to use? or do I get my 1GB back once I shut it down?
